Hello E,

nice to have you here. You can see several recipes about face here, please go to Aromatherapy skincare recipes. In that page you can find several blends for dry, oil and normal skin.

As for using essential oils around your eyes, I don't recommend this. I know there are several aromatherapist use it to make an eye cream but I just want to take precautions.
